Harwell to make power grab in TN House?

TN House Speaker Beth Harwell is looking to make changes to the House rules. Given her past untrustworthy big-government track record, many experts and grassroots activists are skeptical that this move is a power grab in order to gain more control over the General Assembly.

State House Speaker Beth Harwell on Wednesday proposed an overhaul of the way the lower chamber of the Tennessee General Assembly does business
, including limiting members to 10 bills per session and restructuring the committee system.
The Nashville Republican said the changes would streamline operations, save money
and “help members prioritize what’s most important to them.” The limits would not apply to bills affecting local issues or to lawmakers carrying bills that are part of the governor’s legislative agenda.
The shakeup includes splitting the State and Local Government Committee into separate panels and merging the agriculture and environment
committees. The powerful Judiciary Committee would be split into criminal and civil justice panels, and the latter would absorb most of the duties of the Children and Family Affairs Committee.
“We sat down and analyzed the workload of committees in the General Assembly, there were some committees that had fewer than 100 bills, and we had some committees that more than 500
or 600 bills,” Harwell said.
Another proposed change would limit each lawmaker to two floor presentations per session.
The changes would have to be approved by the House Rules Committee after the Legislature convenes next month.

While this may just be an honest attempt to streamline legislative procedure, as the old saying goes, "the devil is in the details". It will remain to be seen as to whether or not this will result in a more centralization of power.

Past history (Individuals with Disabilities Education Act) has demonstrated the federal government's propensity to engage in bait and switch schemes with state and local government. New TN Drug Laws Hurt Patients

An advocacy group for the more than 500,000 allergy and asthma patients in Tennessee says something as simple as going to your local pharmacy for relief is becoming burdensome.
Popular 12- and 24-hour release cold and allergy medicines that contain pseudoephedrine are available over the counter in Tennessee, but consumers are now limited in how much and how often they can buy the medicine. And it has to be requested at the pharmacy counter rather than just picked up off the store shelf. The reason for these restrictions is a law passed to curb the illegal manufacture of methamphetamine.
Asthma and Allergy Foundation of America Vice President of External Affairs Mike Tringale told the Times-News a cumbersome chore has been placed on doctors and pharmacists with this new law, while those suffering with runny noses, headaches and other allergy symptoms must jump through hoops to get an over-the-counter medicine.

TN Tax Collections Up

Tennessee tax revenue was up in September by about 5 percent...
The following are excerpts from a state release about September tax collections:
September collections were $55.8 million more than the budgeted estimate. The general fund was over collected by $57.7 million and the four other funds were under collected by $1.9 million.
Sales tax collections were $2.2 million less than the estimate for September. The September growth rate was 2.84%.
Franchise and excise taxes combined were $54.9 million above the September budgeted estimate of $254.2 million.
The September growth rate was positive 22.31%.
Gasoline and motor fuel collections for September decreased by 2.12% and were $3.0 million below the budgeted estimate of $71.5 million.
Tobacco tax collections for the month were under collected by $2.9 million, and the growth rate was negative 7.51%.
Privilege tax collections were $5.3 million more than the budgeted estimate of $15.4 million.
Inheritance and estate tax collections were $0.1 million above the budgeted estimate.
All other taxes were over collected by a net of $3.6 million.

Harwell and Ramsey Approve Wasteful Spending On Lame Duck Retirement Vacation

As a parting gift before leaving the state Legislature, five outgoing lawmakers spent more than $13,000 of taxpayer money to go on a four-day junket to Chicago, according to state records.
Taxpayers are covering the costs for everything from airfare and mileage to staying in $227-a-night hotels and taking $40 taxi cab rides during the trip. The registration fees were as high as $615 per person for the National Conference of State Legislatures annual summit in August. Some of the lawmakers, who had been defeated at the ballot box or announced their retirement, claimed five and six days’ per diem at $173 per day.
For lawmakers who knew at the time they would leave office after the November election, those bills amount to a taxpayer-funded “retirement party,” one critic said.
What’s worse, Ben Cunningham of TN Tax Revolt said, is that the speakers of both chambers signed off on the $13,388 worth of expense reports.
“To have the approval of leadership makes it doubly bad. They should have been leaders and said the taxpayers don’t need to be paying for this,” said Cunningham.

Obamacare killed in TN (for now…)

Earlier this week we informed you about a 'hush-hush' effort to set up an Obamacare "insurance exchange" in Tennessee. The bill was withdrawn after the sponsor, Rep. Charles Michael Sargent from Williamson County, received many e-mails and personal visits urging him to do so!
BUT DON'T REST EASY...

Obamacare slithering in the back door of TN!

Obamacare is slithering into Tennessee thru the back door!
Last week an innocent-looking bill was mysteriously and discreetly filed in the TN Assembly which attempts to lay the groundwork to bring Obamacare into Tennessee! The establishment is attempting to "sneak" Obamacare in without a fight under the guise of something called an "insurance exchange". Essentially they are trying to let Obama regulate health insurance in Tennessee behind your back.
The Governor has ALREADY accepted money from the federal government to start this program!!!
