Stop Gov Haslam from bringing Obamacare to TN tomorrow!!!

Governor Haslam is likely to bring Obamacare to Tennessee tomorrow. We stopped him once from instituting the Obamacare Insurance Exchange, now we have to stop him again from the Obamacare Medicaid Expansion!!!
Details are available in this article --
http://www.timesfreepress.com/news/2013/mar/25/gov-bill-haslam-decide-week-medicaid-expansion/
It is important that you call the legislators below and TELL THEM TO STOP GOVERNOR HASLAM INSTITUTING OBAMACARE MEDICAID EXPANSION IN TENNESSEE!!!
Specifically, tell them to support HB937/SB804 without amendments AND WITHOUT DELAY (they may try and push it back another week). This bill would prohibit Tennessee from participating in any Medicaid expansion authorized under the federal Patient Protection and Affordable Care Act otherwise known as Obamacare.

VICTORY! Haslam: “TN will NOT run an Obamacare Exchange”

VICTORY IS AT HAND!
(almost)
After thousands of phone calls and e-mails to Governor Haslam's office, the grassroots patriots of Tennessee have pressured Governor Haslam into partly rejecting Obamacare from Tennessee. In a speech today the Governor said that the government of Tennessee will not be setting up an Obamacare Insurance Exchange. More info from his office available here.
The Governor was pushing hard to implement Obamacare in TN behind the guise of having the state government run the Exchange but buckled under pressure from the People of Tennessee. The result is that the feds will not be likely to set up an Exchange in TN because there has been no funding appropriated for it. This is effective nullification of unconstitutional federal law.
There is one other hurdle to stop Obamacare from creeping into Tennessee; and that is the expansion of Medicaid spending. Per the US Supreme Court ruling earlier this year, as long as the government of TN refuses to expand Medicaid spending, then the feds are powerless to further implement Obamacare within the borders of Tennessee!
We have won one victory, we must now keep up the pressure and stop the government of TN from taking the federal bait and getting hooked into an expansion of Medicaid spending. OUR NEXT GOAL IS TO STOP THE TENNESSEE GOVERNMENT FROM PARTICIPATING IN THE EXPANSION OF MEDICAID SPENDING! Doing so will stop Obamacare from slithering into Tennessee.
Fortunately, there is already a bill to do that in the works. Look for more on the second round of this fight coming soon...
Haslam Delays Obamacare Decision Until Holidays

TN Governor Bill Haslam claims to oppose Obamacare, but yet he is on the verge of implementing it in Tennessee
THE FIGHT TO STOP HASLAM FROM BRINGING OBAMACARE TO TENN IS JUST GETTING STARTED!
Thanks to overwhelming blowback from YOU the Citizens of Tennessee, in the form of calls, e-mails, and letters, Governor Haslam has squirmed and decided to wait on bringing Obamacare to Tennessee... for now.
The new decision date is mid-December when most people will be focused on various holiday celebrations, vacations, and family time. Governor Haslam plans to sneak an Obamacare Insurance Exchange into Tennessee during that time even though many other Republican Governors have rejected Obamacare on the state level.
Make no mistake, this fight is just beginning and will likely continue into the 2013 legislative session in early January. In fact there is already a bill drafted to prohibit this, not to mention prior existing law which already makes Governor Haslam's actions illegal.
Besides Haslam cowarding to President Obama and refusing to stand up to him like many other Republican Governors, he also keeps repeating two lies - 1) The Feds will implement an Obamacare Exchange if the state government doesn't, and 2) If the state government implements an Obamacare Exchange they will have control over it.
Now here is why his two talking points are outright lies -
1) There has been no federal money allocated for the Feds to setup or run an Obamacare Exchange. With a Republican controlled US House of Representatives, it is highly unlikely that any money will be allocated for this purpose. In fact Obama himself has said he prefers the state governments to implement his Exchanges so that the federal government doesn't have to.
2) Obamacare reads (Sec 1331 and Sec 1334) that the Feds have say over how any Obamacare statel-level Exchange is run. And other Governors have even admitted that their control over a state Obamacare Exchange is minimal. Lt. Governor Ron Ramsey even said that TN would have less than 10-20% control over an Obamacare Exchange if it were set up by the state government.
So stay tuned, keep an eye out, and be prepared to fight this through the holidays. Stopping Obamacare from coming to Tennessee is our number one priority!

Governor Haslam LYING to legislators and breaking the law!
Governor Haslam lied to legislators in a conference call yesterday, and is on the verge of breaking TN law!

__________________________________________________
In a conference call yesterday Governor Haslam lied to state legislators telling them that there is no choice but to implement an Obamacare Insurance Exchange in Tennessee -- THIS IS UNTRUE.
Apparently Governor Haslam hasn't read the Supreme Court decision on Obamacare which reads that the state governments cannot be compelled by the Feds to action as is explained here: http://www.medibid.com/blog/2012/11/states-resist-obamacare-refuse-exchanges/
Governor Haslam needs to get with the program, learn the facts, and stop spewing untruths. If he approves the Obamacare Insurance Exchange then he will be breaking Tennessee State Law. A few years ago the TN legislature passed the TN Health Freedom Act which says -- "It is declared that the public policy of this state, consistent with our constitutionally recognized and inalienable right of liberty, is that every person within this state is and shall be free to choose or to decline to choose any mode of securing health care services without penalty or threat of penalty.... No public official, employee, or agent of this state or any of its political subdivisions shall act to impose, collect, enforce, or effectuate any penalty in this state that violates the public policy set forth in this section. " -- The full text of the bill is available here - http://www.capitol.tn.gov/Bills/107/Bill/SB0079.pdf
If you haven't called him to tell him NO OBAMACARE EXCHANGE, you must do so before he makes his final decision on Friday!!!

Subject: RE: Insurance exchange? Date: Mon, 26 Nov 2012 20:02:49 +0000 From: Randy McNally <sen.randy.mcnally@capitol.tn.gov> Thank you for your recent e-mail regarding the Tennessee healthcare insurance exchange/expansion of TennCare (Medicaid). I share your concerns about this very important issue. The Haslam administration is attempting to get clarification of these options. The federal deadline for states to report their position has been extended to December 14 and according to some experts only thirty percent of the rules have been written. In addition, a number of significant court cases are still pending regarding implementation of the Affordable Care Act (Obama Act). Because of these reasons, I am not in support of the state entering into the ACA. Furthermore, I have little faith that the federal government will in the long-term live up to the agreements and understandings regarding state obligations. Already the President has proposed in his budget increasing the state's Medicaid match (blended rate) and Congress is proposing phasing out some state's dedicated revenue (provider taxes). Past history (Individuals with Disabilities Education Act) has demonstrated the federal government's propensity to engage in bait and switch schemes with state and local government. It is for these reasons, I feel it is in the best interest of this state to heed the warnings of the past and refuse state participation in the Affordable Care Act. Thank you again for taking the time to contact me regarding this very important matter. Senator Randy McNally 615-741-6806

URGENT – Tell us if your candidate will stop Obamacare from coming to TN?

Ask YOUR legislative candidate if they will stop Obamacare from coming to Tennessee?
We need YOUR help. We need YOU to ask your legislative candidates if they support or oppose Obamacare in Tennessee; instructions are below...
There will be a move in the first week of January 2013 to stop Obamacare from coming to Tennessee!
We don't yet know which legislators support Obamacare and which ones oppose Obamacare but we do know that Governor Haslam has indicated he supports moving "forward" to bring Obamacare to Tennessee.
It is CRITICAL that you call or e-mail your TN legislative candidates that are on the ballot URGENTLY and ask them two very simple questions:
1- Will you oppose an expansion of Medicaid spending at the state level that is described in Obamacare? (more info)
2 - Will you oppose an Obamacare Insurance Exchange in Tennessee being run by either the state or federal government? (more info)
If possible, record the conversation (it's legal in TN) and send us a copy of what they say to action@TNCampaignForLiberty.org
Click on this link below for a list of most state legislative candidates on the ballot and their contact information:
https://docs.google.com/spreadsheet/ccc?key=0AhXovIjOcdYIdFpWeWNQN09TTzRvanJhYUlpQVNlZnc
Contact your legislative candidate TODAY and ask them the two very simple questions listed above! If you can, please report back to us their answers: action@TNCampaignForLiberty.org
URGENT – Stop Haslam from bringing Obama to Tennessee!
Governor Bill Haslam is on the verge of bringing Obamacare into Tennessee by quietly setting up an Obamacare Exchange!
The deadline is Nov 17th and Governor Haslam hasn't "decided" whether to bring Obamacare to TN by expanding Medicaid spending or building an Obamacare Exchange; both of which would sneak Obamacare into to the backdoor.
We can stop him, but only if you CONTACT HIS OFFICE RIGHT NOW and tell him "NO OBAMACARE EXCHANGE and NO MEDICAID EXPANSION!!!"
Call AND e-mail Governor Bill Haslam now:
bill.haslam@tn.gov
bhaslam@aol.com
(615) 741-2001
We can stop him, but only if we are relentless and double the pressure. Here is a recent news article with some background:
Haslam's spokesman said Haslam still hasn't decided whether to participate in creating the law's anticipated health care exchanges.... The deadline for that, which could be left to the federal government too, is Nov. 17.
Haslam also hasn't decided on another provision that would extend [expand government spending] Medicaid coverage to as many as 300,000 or so low-income Tennesseans. The Medicaid program in Tennessee is operated as TennCare.

Haslam Moving Forward With Obamacare In TN

Governor Bill Haslam is moving forward with plans to build an Obamacare Insurance Exchange in TN!
In this video last week Gov Haslam discusses the process of bringing Obamacare to Tennessee, but many of the phrases he uses are political "codewords". Make no mistake, plans are in place, and efforts are already underway to sneak Obamacare into the backdoor of Tennessee. Political experts know this in part because the Governor doesn't outright and immediately reject the idea of Obamacare in Tennessee giving him wiggle room later on. The Lt. Governor Ron Ramsey and Speaker Beth Harwell are both working together behind the scenes on this effort too.
Here is the link to the video, notice Governor Haslam's smirk when he answers the question (many may remember Bill Clinton had a similar smirk)-
The fact is that if the TN Government doesn't expand Medicaid, then the Feds are powerless to push Obamacare onto the state the Supreme Court has declared. The Supreme Court has also ruled that if the state government doesn't implement an Obamacare Insurance Exchange, then the Feds are effectively powerless to do so.
The TN establishment already tried it once earlier this year and were quickly shut down by people just like you who called and demanded the bill be withdrawn.
We can stop Obamacare from slithering into Tennessee, but ONLY if you tell them "NO"!
It is CRITICAL that you call and e-mail the following politicians and DEMAND that they reject an Obamacare Insurance Exchange as well as a Medicaid spending expansion in Tennessee!!!
Governor Haslam
bill.haslam@tn.gov
(615) 741-2001
Ron Ramsey
(615) 741-4524
lt.gov.ron.ramsey@capitol.tn.gov
Beth Harwell
(615) 741-0709
speaker.beth.harwell@capitol.tn.gov
And don't forget to also contact YOUR specific State Senator and Representative and tell them to "just say no to Obamacare". You can look up your local elected legislator here - http://www.capitol.tn.gov/legislators/
Gov. Haslam Working To Usher Obamacare Into Tennessee!!!
Governor Bill Haslam is working quietly behind the scenes to usher Obamacare into Tennessee through the back door.
The Republicans in the legislature seem to also be complicit in this effort largely due to ignorance and influence of special interests. There are two methods up for consideration both of which are being sold to conservatives as a way to fight Obamacare, but in reality they are actually part of Obamacare disguised as "state alternatives". The first method is a called healthcare compact, the other is an insurance exchange.
The recent Supreme Court decision prohibits the federal government from forcing the implementation of Obamacare so long as the state government's don't increase their Medicaid funding from the feds. Therefore a healthcare compact and an insurance exchange (which are part of Obamacare) are unnecessary and actually play right into Obama's hands.
If you read these few paragraphs from the Obamacare bill you will see this clearly spelled out (Section 1331 and 1333 are highlighted) - http://tncampaignforliberty.org/wordpress/wp-content/uploads/2012/07/Pages-from-ppaca-consolidated-obamacare-sect-4.pdf
Many are parroting the line that "it's better for the TN government to implement Obamacare than the Feds" however the Supreme Court decision prohibits the feds from forcing Obamacare onto the states unless the states agree to it by implementing an exchange, a compact, or take more Medicaid funding. Fighting against the argument for local control may seem counter-intuitive, however the real solution to this problem is for the TN legislature to do nothing.
Listed below is a mountain of information explaining and proving this point. If you read you will come to the same conclusion: The TN legislature should REJECT Obamacare in every form, whether it's expanding their Medicaid program, setting up insurance exchanges, or healthcare compacts. The feds will be unable to implement Obamacare without the state government's help.

There is talk of a special session of the General Assembly to sneak this in after the election but before the 2013 session (Tennessean newspaper). Governor Haslam is unsure what to do about Obamacare (WPLN). TN Speaker Harwell and Lt. Gov Ron Ramsey attempt to push the Obamacare vote until after the election - http://blogs.knoxnews.com/humphrey/2012/02/harwell-joins-ramsey-in-backin.html
The TN Government has already taken the grant from the feds to accept the insurance exchange which is also discussed here (Knoxville News). Here is the actual document detailing the grant.
From an obscure TN government document planning the exchange (TennCare):
Each State electing to establish an Exchange must adopt the Federal standards contained in this law and in this proposed rule, or have in effect a State law or regulation that implements these Federal standards. Section 1311(k) further specifies that Exchanges may not establish rules that conflict with or prevent the application of regulations promulgated by the [Federal] Secretary.” http://www.gpo.gov/fdsys/pkg/FR-2011-07-15/pdf/2011-17610.pdf
Another obscure document from the TN government regarding the implementation of the exchange.
Breitbart talks about how taking more Medicaid funding would allow the Feds to bring Obamacare into TN via the backdoor: http://www.breitbart.com/Big-Government/2012/07/27/How-States-Can-Reject-and-Replace-Obamacare

"The Court put in their decision to limit the federal government's ability to force state governments to expand their Medicade program... "the state governments can block half of Obamacare's new entitlement spending by refusing to expand their Medicade program. If the states also refuse to create an insurance exchange, then they can block the other half of Obamacare's new entitlement spending. State governments are really in the driver's seat here. They can effectively stop the new spending under this law just by refusing to create an exchange, and by refusing to expand their Medicade programs; that has to make the Obama Administration very nervous" - Michael F. Cannon, Director of Health Policy Studies at the conservative Cato Institute.

- One healthcare expert writes:
As appears the case in TN, too many conservatives have been convinced by the "we can make it better" argument, forgetting that-1) the exchange is a government bureaucracy (not a marketplace)2) there is no mandate to build it,3) every "state" exchange is a federal exchange run by the state but under federal rules (control), and4) allowing the HHS-run Federal exchange to be imposed exposes the federal control over health care/insurance/delivery to the public.Obama wants to hide it under the exchange so that the fed's can silently and secretly takeover health care. We should allow the federal control to be exposed.Twila Brase (RN, PHN)

Obamacare killed in TN (for now…)
Thanks in large part to your e-mails The TN Campaign for Liberty has played a major role in stopping ObamaCare from creeping into Tennessee!
Earlier this week we informed you about a 'hush-hush' effort to set up an Obamacare "insurance exchange" in Tennessee. The bill was withdrawn after the sponsor, Rep. Charles Michael Sargent from Williamson County, received many e-mails and personal visits urging him to do so!
BUT DON'T REST EASY...
There are rumors that Lt. Governor Ron Ramsey, at the behest of Governor Haslam, will try and ram it down our throats AFTER the election in November when the politicians are safe from getting thrown out of office: http://wpln.org/?p=32442
Stay vigilant, there is more to come on this issue later in the year.
Obamacare slithering in the back door of TN!

Obamacare is slithering into Tennessee thru the back door!
Last week an innocent-looking bill was mysteriously and discreetly filed in the TN Assembly which attempts to lay the groundwork to bring Obamacare into Tennessee! The establishment is attempting to "sneak" Obamacare in without a fight under the guise of something called an "insurance exchange". Essentially they are trying to let Obama regulate health insurance in Tennessee behind your back.
The Governor has ALREADY accepted money from the federal government to start this program!!!
Please call the sponsor of this bill and tell them to KILL THE BILL!!! (HB-2839)
